Navigate bar cannot view for editor

Look at the picture above , no navigate bar

The situation is :
i like change blogger template to nice to see and can get income from Google adsense what the say adsense blogger template.
After several times was changing the navigate bar cannot view at the top of template editor.
Now i study what happen to my template
Anyone can leave comment or suggestion to me correct the problem
